In most cases this shortcut should work ok. HTML components can fully activate the keyboard only once HTML file is fully loaded.
If you have many pictures, tables, etc. this can take a while and delay the access to shortcuts.
Some quirky/unusual files seem to load forever. You could use HTML filter to make these files behave better. That's how Internet Explorer works, and SuperMemo cannot change that behavior.
